That' pretty much how I always ranked him but it seems like a rather rare opinion. Well at least on DBZF.

He is in the same range of power as Vegeta and Trunks at Cell Games, who should be considerably stronger than 50% FPSSJ Goku, who should be stronger than SSJG3 Trunks, who is stronger than initial Perfect Cell. Vegeta SSJ (Cell Games) >= Trunks SSJ (Cell Games) > Piccolo (Cell Games) >= 50% FPSSJ Goku >>> SSJG3 Trunks >> Perfect Cell (vs Vegeta and Trunks) IMO.

Piccolo should be way stronger than SSJG2 Vegeta. He could defend himself from a Cell Junior, while SSJG2 Vegeta was nearly 3 shotted by warm up Cell... Cell Junior is at least > warm up Cell.

I'm not doubting Trunks would gas out fairly quickly, but he did manage to pursue a toying Cell for a decent amount of time at full blast, and even then he only regressed to base from loss of motivation rather than stamina drain or exhaustion. I think it would take Piccolo a solid amount of time (for DBZ, that is) to deflate Trunks' stamina enough for that kind of victory. Add onto that that he'd likely be unable to inflict any damage outside of a Makankosappo or such (which Trunks may be able to counter), and it's a tough fight for him.

How can you think Grade 3 SSJ Trunks can be speedier than Piccolo?

Piccolo should definitely be able to beat Trunks if he's at least near Grade II Vegeta's power. He may be much stronger, but he's also much slower. I don't see Trunks being able to land a hit. I know, just saying it's a possibility.
